Container Ministry

Container Ministry

MOM has shipped numerous containers filled with medical supplies and clothing to countries in Central Asia during the past years. This part of the container ministry has been supported by Counterpart International, a department of the U.S. State Department, through a program called “Operation Provide Hope”.

MOM also sent many containers filled with school supplies, Christian books, and other mission supplies. These were not sent through Counterpart Intl., but were shipped by MOM partners who raised the needed funds to ship these containers to their missionaries serving overseas.

Here is a list of containers shipped in 2011.

1. Medicine to North Korea in 20ft container(June)-shipped from Richmond, Virginia

2. Clothing to Kyrgyzstan in 40ft container (August)-from MOM LA Region (supported by Counterpart Intl.)

3. Christian books to India (October)- from MOM LA Region

4. General merchandise to Liberia, W.Africa (October)- from MOM LA Region

5. English text books to Tanzania, E. Africa in 20ft container(December)-from MOM San Francisco Region

Procedures for Sending Relief Aid In Containers

1) Determine the ministry you will be sending relief aid to.

2) Gather specific information about this ministry: Name of Organization or Mission overseas, contact person, address, phone, fax, e-mail, etc.

3) Receive duty-free import clearance from overseas Minister of Health or Humanitarian Aid Committee prior to sending container. If there are any problems bringing container into the country, NOW is the time to find this out! If there are guidelines about specific dates for receiving nearly expired drugs, this should be determined before you begin to gather medicines for container. (Certain countries DO accept very short dated medicines and some require longer expiration dates.)

4) Determine a list of the needs for the ministry you are collecting for. This is best formed by the missionary overseas who you are collecting for. Begin to collect goods.

5) Sources from which to gather Relief Aid: Where you will collect your relief aid from is determined by what is needed. Garage sales are an excellent source for household items, toys, and much more. Schools can provide educational materials or unused books. Hospitals and Clinics are a good source for medical supplies and equipment which is being discarded to bring in more up to date equipment. (For a detailed list of resources, refer to “Mission Suppliers” and “Description of Mission Suppliers”.)

6) Location to Collect Goods: Will you be collecting supplies in your garage, a warehouse, or an unused room at your church? Document in writing the location address, phone number, and contact person for goods to be delivered to. (If a truck will be needed to pick up goods or bring them to a warehouse facility, refer to “Procedure for Receiving Donations from Organizations and Companies”.)

7) Size of Container: Determine the size you will need or can afford to send: 20-foot or 40-foot? Will you be purchasing the container, or simply using it to transport your goods and it will be returned to the company from which you rented it?

8) Contact a Shipping Company: Messengers of Mercy has found several excellent shipping companies who offer competitive pricing. Please contact the Home Office of M.O.M. for resource information on getting the container and locating the shipping company. (See attached information for more details in this process of working with the shipping company.)

9) Packing of the Container:

• There should be absolutely NO wasted space. Empty containers and bottles should be filled up with other goods.

• Fragile items – These must be packed with clothing, fabric remnant or other useable material. Place the fragile item in the middle of the box.

• Mirrors – It is possible to ship these overseas, but they must be padded with fabric and cardboard and wrapped up. Then they must AGAIN be wrapped with fabric or clothing and AGAIN wrapped in cardboard. This layering process must be repeated at least two to three times.

• Computers – Cushion all the little crevices and empty spaces around the monitor, hard drive, and keyboard with fabric or useable packing material and DOUBLE box. It is important that the computer not move at all once you have boxed it up!

• Large instruments ( piano, organ) and Commercial Sewing Machines – A wooden box must be built to hold this. Inside the wooden box, cushion the item with fabric remnants, etc. so that the item cannot move at all within the wooden box.

• Books – Use secure, strong cardboard boxes that will not break down when many boxes are stacked on one another in the shipping container. Books must be packed tightly and then also cushioned with fabric because they will move around and damage one another if any space is allowed.

• In packing items into cardboard boxes, use STRONG cardboard boxes. Use packing tape which is wide ( 3-4 inches wide) and has reinforced strings in the tape.

10) Volunteers to Load the Container: Once a date has been set for the container to be dropped off for loading, you will need to recruit a number of volunteers. The trucking company that drops off the container will usually agree to drop off the container one day, and come back to pick it up the next day, giving you 24 hours to load it.

11) Documents: There are basically three documents necessary

• Packing List (Invoice List with value of shipment)

• Letter of Donation

• Bill of Lading

12) Pray, pray, pray for God’s protection and blessing on getting the container to the intended ministry! Pray that through this relief aid, ministering to the physical need, that the door will be opened to minister to the spiritual need, an eternal healing found only in Jesus!

STEPS FOR SHIPPING AND FORMULATING DOCUMENTS FOR YOUR CONTAINER:

1) Before sending a container to an overseas destination the first step is to have the overseas recipient make arrangements with customs, the Ministry of Health, or other government agents to ensure that the container can be imported into their country with minimal or no custom duty charges.

2) After determining the size of container needed ( 20-foot or 40-foot) you will begin the process of determining how to get the goods from the warehouse, garage, or other storage facility to your overseas destination.

3) Some definitions:

a) The Shipping Company is the company contracted with to procure a suitable container, to arrange for a truck to bring the container to your storage site, and oversee the delivery of your container to the shipping vessel which will carry it overseas. They will work with you in procuring the needed documents and will formulate a Dock Receipt and be the “go-between” between you and the shipping vessel.

b) The Trucking Company is the company contacted by your shipping company, though you may make this arrangement personally if you so desire, to bring the container to your storage site and truck it to the rail yard where it will then be transported to the appropriate sea port for shipping overseas.

c) The Carrier is the shipping vessel which will carry your container overseas to its destination.

4) A shipping company needs to be contacted and notified that you are in need of a shipping container to ship overseas. Based upon the information you provide as to your Inventory List of goods, they will determine the size of container needed and arrange for it to come to the site where the goods are being stored. (It is important that you determine the size of the container needed prior to the trucking company bringing it, because if you have too much to fit into the container, they will need to bring a larger container and you will be charged with a “dry run” for their need to go back and bring the correct size of container.)

5) Arrange with your shipping company the date and time for the trucking company to bring the container to the site where you will be loading it. If it is at a site requiring numerous volunteers to load vs. being at a warehouse with a dock and fork lift, you will need to make prior arrangements with all your volunteers to insure that the goods can be loaded in the container in an expedient amount of time.

6) To load a container, expect to lift your cargo 4 feet off the ground into the container bed. If the trucking company is waiting while you load the container, you must load it within the time allowed which is only about 2-3 hours. Otherwise you will need to make arrangements with your shipping company to have the trucking company drop off the container one day, and come back a day or two later for pick up.

7) The trucking company will then transport the container to the nearest rail yard where it will be transported to the carrier, the shipping vessel carrying it overseas.(The shipping port from which your container departs depends upon the country receiving the container.)

8) You will need to provide the shipping company an Inventory List/Packing List; with a Total Value of your goods, a Letter of Donation, as well as Shipping Instructions. ( Please see the attached samples).

9) Your Inventory List /Packing List should include the item, (group items together into categories such as “Household” rather than listing individual items) and the number of boxes, cartons, or pieces of each grouped category. It should also include the value of each item ( or grouped items).

10) Customs Value for the items being shipped should be a very low value, say “garage sale” value, showing full depreciation, out of style, etc. Customs value is the basis for taxes and duties overseas.

11) Exporter Control Classification Number (ECCN) is important to list in your documents to prevent custom duties on items such as computers, medical supplies, electronics, etc. The Home Office of M.O.M. has information on the specific ECCN numbers to be used for the various categories as well as contact numbers to reach personnel in the U.S. Bureau of Export Administration.

12) Letter of Donation: This letter is for the purpose of stating that the items being sent are for Humanitarian Aid only and not for resale or commercial value; that they are donated and will be used strictly for the designated charity organization.

13) Shipping Instructions: This should list: the Shipper, the one exporting the container and the Consignee, the receiving party overseas. Please include the address, phone, fax, E-mail, or other pertinent information necessary to contact the parties sending and receiving the cargo.

14) The Shipping Company will receive from the carrier (the shipping vessel company) the Original Bill of Lading. Copies of this Bill of Lading will be sent to you. It is also important that the consignee overseas receives the Bill of Lading and other documents previously mentioned so that when the ship arrives he will have the information needed to release the cargo to him.

IMPORTANT: The Original Bill of Lading will not be released by the carrier to the shipping company until they have been paid for their services, so it is very important that you pay the shipping charges immediately. Without this Bill of Lading, the consignee will be unable to get the cargo released into his keeping.

Often the shipping company will DHL these important documents to the consignee overseas. It is IMPORTANT that you make sure that these documents are sent to the overseas consignee prior to the shipping vessel arriving with the cargo. The consignee will need the ORIGINAL Bill of Lading, not a copy.

15) Once you have the date when the shipping vessel will depart from the U.S. and arrive at the overseas destination, this should be given to your overseas consignee.
